
Dr. Cassander Titley- O'Neal

Biography
Dr. Cassander Titley-O’Neal is a dedicated marine biologist with a strong commitment to environmental conservation and sustainability. She holds a Ph.D. in marine biology from the University of New Brunswick in Canada, an M.Sc. in applied marine science from the University of Plymouth in the United Kingdom, and a B.Sc. in marine biology with a minor in chemistry from the University of North Carolina at Wilmington in the United States.
Dr. Titley-O’Neal spent approximately 16 years at H. Lavity Stoutt Community College, where she served as a principal lecturer and later as the Dean of Arts and Sciences. During her tenure, she played a pivotal role in shaping academic programs, mentoring students, and fostering a greater understanding of marine ecosystems within the educational community. She also served as an advisor to the Phi Theta Kappa Honor Society, supporting students in their academic and leadership development.
Currently, she serves as the Director of the National Parks Trust of the Virgin Islands (NPTVI), where she oversees the operations of all 21 national parks. Her leadership ensures the protection and sustainable management of these valuable natural resources, promoting conservation efforts that benefit both the environment and the local community.
Dr. Titley-O’Neal has a deep respect for the environment and values the importance of preserving natural ecosystems. In her personal time, she practices recycling as part of her commitment to sustainability. An avid diver, she enjoys exploring coral reefs and studying marine biodiversity. Through her work, she continues to champion the protection of the Virgin Islands’ unique natural heritage for future generations.
