Mr. Clyde Lettsome
Chairman of the Board of Directors
Chairman Clyde Lettsome has a Master’s degree in Policy Studies from the University of New South Wales, Australia and was a senior civil servant with the Virgin Islands Government for 28 years before moving into private industry in 2011, joining Victor International, a premier development company based in North Sound, Virgin Gorda. His in-depth knowledge of the challenges faced by the Virgin Island’s environment date back to his time as the Permanent Secretary for the Ministry of Natural Resources and Labour (2008-2011). Clyde is currently the Vice President for Governmental, Community Affairs and Human Resources at Victor International.

Mrs. Fayola Wilson-Creque
Deputy Chairman, Business Community
Fayola Wilson-Creque has a Bachelor of Science in Economics (Hons.) from the University of the West Indies and is an executive in the real estate development and management industry. Her background in finance and economics is supported by 25 years in senior level business positions. Fayola is currently the Chief Operations Officer at JOMA (Properties) Ltd, where her main focus is on operationalizing strategy. Prior to arriving in the BVI, Fayola was the Vice President of a statutory body under the Government of Trinidad and Tobago managing a large portfolio of state owned industrial real estate.

Ms. Pearline George
Ministry of National Resources & Climate Change
(Ex-Officio)
Pearline George has a Master of Science in Public Administration from Roehampton University and a Bachelor of Science in Environmental Science from Robert Morris University, USA. She has served the Virgin Islands Government for over twenty years and is currently an Environmental Officer within the Ministry of Environment, Natural Resources and Climate Change. This role enables her to provide strategic technical guidance on environmental policies and applications pertaining to the coast and seabed.

Dr. Cassander Titley-O'Neal
Director of The National Parks Trust of The Virgin Islands (Ex-Officio)
Dr. Cassander Titley-O'Neal has a PhD. in marine biology from the University of New Brunswick at Saint John in Canada, a MSc. in applied marine science from the University of Plymouth in the United Kingdom, and a BSc. in marine biology with a minor in chemistry from the University of North Carolina at Wilmington in the USA. Dr. Titley-O'Neal, was a former Dean of Arts and Sciences, and a principal lecturer at the H. Lavity Stoutt Community College, where she worked for roughly 16 years. Cassander is the Director for the NPTVI and oversees the operations of the Trust inclusive of the 21 national parks.

Ms. Alesia Hamm
Board Secretary, Business Community
Alesia Hamm has a Master’s degree in Human Resource Management from Florida International University and a Bachelor’s degree in Business Administration from the University of the Virgin Islands. She has dedicated the past 30 years to the H. Lavity Stoutt Community College, where she serves as the Human Resources Manager. Alesia is President of the Jaleel Cameron Foundation and is the current Director of the Miss Universe British Virgin Islands Organization.

Mrs. Dawn Corea-Leonard
Business Community
Dawn Corea-Leonard has a deep commitment to environmental preservation, sustainable development and conservation action. Dawn has served for over 25 years in the public service, including one year at NPTVI as the Public Relations Officer from 2000 to 2001. Dawn is currently the Director of People and Culture at the Virgin Islands Airport Authority, her role includes bridging the gap between environmental stewardship and economic growth.

Mr. Darrell Ruan Jr
Representative of Anegada Community
Darrell Ruan is an ancestral Anegadian and graduate of Morris Brown College, USA. During his youth Darrell enjoyed spending time in the unique natural environment of Anegada and this love of the outdoors led him to establish Indigenous Expeditions, an eco-tourism initiative aimed at promoting sustainable travel experiences on Anegada. He is the current Chairman of the Anegada Land Development Committee, which strives to secure land ownership for indigenous and ancestral Anegadians.

Ms. Shanique Creque
Representative of Virgin Gorda Community
Shanique Creque is a Commissioner of Oaths in the Virgin Islands and holds a Bachelor of Law degree. She is an experienced financial services professional with over fourteen years of experience in company administration, risk management and corporate governance. Shanique has served on several not-for-profit Boards and community service groups, contributing to strategy development, financial oversight and enhancing stakeholder engagement. She is committed to ethical business practices, accountability and transparency.

Ms. Justine Callwood
Representative of Jost Van Dyke Community
Justine Callwood is a sixth generation native of Jost Van Dyke. She enjoyed growing up on the island during simpler times prior to modern conveniences, and this experience contributed to her enriched understanding of sustainability and plant medicine.Justine is currently the Director of her family’s business, Foxy’s Tamarind Bar and she is the co-owner of Foxy’s Taboo. She has been actively involved in the Jost Van Dyke Preservation Society since 2012, serving as a volunteer and a Board member.

Dr. Liana Jerecki
Science & Technical Expertise
​Dr. Lianna Jarecki is an educator, environmental advocate and wetlands ecologist, with a PhD in Biodiversity Management from the University of Kent, United Kingdom. Joining in 1993, Lianna was one of the first science lecturers at H. Lavity Stoutt Community College, Tortola and in this role she built multiple programmes that would give students the knowledge and skills to pursue careers in medicine, research science, nature conservation and sustainable development. Lianna is now semi-retired, but occasionally conducts environmental consultancies and philanthropy work within the Virgin Islands.

Isha Hodge
Science & Technical Expertise
​Isha Hodge has a Master of Science in Environmental Policy from Kaplan University, USA, a Bachelor’s degree in Biology from the University of the Virgin Islands and a Diploma in International Management from the Chartered Management Institute, UK. Isha contributed to notable research projects on waste management, biodiversity and wetland loss in the Virgin Islands during her academic career. Isha served as an Agricultural Officer I for the Government of the Virgin Islands for six years and served on rotation with the Town and Country Planning Department. She transitioned to the BVI Financial Services Commission in 2016becoming the Assistant Registrar II in the Office of Trade Marks, Patentees and Copyright (Science and Technical Member) until 2024.

Mrs. Lauralee Mercer-Williams
Science & Technical Expertise
Lauralee Mercer-Williams has a Master of Business Administration with a specialization in Entrepreneurship from Ashford University, USA and a Bachelor of Science in Environmental Analysis and Planning from Frostburg State University, USA.She has pursued a variety of careers, including teaching tertiary level geography, later becoming the Business Continuity Consultant and Business Development Manager at the Department of Trade, Investment Promotion and Consumer Affairs, Virgin Islands Government. Lauralee is currently the Events Coordinator for the BVI Chamber of Commerce.
