Director (Operations)
Dr. Cassander Titley - O'Neal
Dr. Cassander Titley-O'Neal has a PhD. in marine biology from the University of New Brunswick at Saint John in Canada, a MSc. in applied marine science from the University of Plymouth in the United Kingdom, and a BSc. in marine biology with a minor in chemistry from the University of North Carolina at Wilmington in the USA. Dr. Titley-O'Neal, was a former Dean of Arts and Sciences, and a principal lecturer at the H. Lavity Stoutt Community College, where she worked for roughly 16 years. Cassander is the Director for the NPTVI and oversees the operations of the Trust inclusive of the 21 national parks.

Deputy Director (Scientific Research)
Mrs. Nancy Pascoe
Nancy Pascoe has a MSc in Environment and Development and BSc in Geography from Royal Holloway College, London University, UK. Nancy is responsible for managing, planning and developing scientific research and technical capacity at NPTVI and leads collaboration with international organisations and Government Departments. She maintains the Geographic Information System (GIS) for NPTVI, ensuring that biodiversity information and national park features are digitally mapped to ensure effective management and is integrated into environmental education. Nancy also manages the special use of parks, including filming and photography, park rentals and scientific research applications.

Accounts Manager ( Finance Department )
Melissa Farrington
​Melissa Farrington plays a key role at the National Parks Trust of the Virgin Islands, overseeing essential financial operations. She is responsible for managing bank statements, conducting audits, performing account reconciliations, and preparing financial reports. Melissa also supervises the accounts officer and fee collectors, ensuring accurate and efficient handling of funds related to the Trust’s activities.

Accounts Officer (Finance Department)
Tabar Thomas
Tabar Thomasmanages NPTVI’s daily financial transactions, processing invoices and managing overall expenditure so that the national parks can be effectively maintained. He verifies the income from Marine Conservation Permit and daily entrance ticket sales, and manages the inventory of the NPTVI equipment and gift shop merchandise.

Administrative Officer
Everette Halliday
Everette Halliday manages the NPTVI office in Tortola, provides human resources support and records management for NPTVI’s team of employees on Tortola, Virgin Gorda and Anegada, inter-Government and customer administrative communications, office inventory management, and supervision of the office administrative staff. Everette also provides administrative support to the NPTVI Director and assists customers seeking to purchase a Marine Conservation Programme permit.

Administrative Assistant
Bernadine Todman
Bernadine Todmanis based at the NPTVI office on Tortola. She efficiently collects and delivers mail, assists with office errands, in addition to Sage Mountain visitor centre and gift shop.

Receptionist
Glenice Scatliffe
Glenice Scatliffe is based in the NPTVI office on Tortola and is the first point of contact for customers seeking to purchase a Marine Conservation Programme permit, apply to use a national park for a special event or conduct filming and photography. She also assists with sales receipts, park entrance ticket inventory, incoming mail management and record keeping.
